Thanks for your reply.

I need some help with the grub settings as what I have tried so far has not 
worked and I am sure that I am not able to boot into the xen kernel.

So did you install the F21 Xen rpms? 

Xen 4.4 rpms in F21 are patched to support systemd.

Did you make sure grub settings are modified properly, and did you reboot into 
Xen before trying to run xen/xl commands?
