I should note I am using Windows 8.1 x64 and not Windows 8 x64.

I've modified my configuration file to the following and now successfully boot with PCI passthrough but without output to the GPU.

I still get "This device cannot find enough free resources that it can use. (Code 12) for the R290x.
Any ideas?
