virsh is the shell for managing Guest VM , once you install libvirt , you can start , shutdown , destroy , edit , to create VM another command is virt-install , you can man both , while there is buitin help for virsh .

example :
virsh edit domain-name ( edit the VM config file )
virsh start domain-name
virsh shutdown domain-name
virsh destroy domain-name ( un-plug power cord from the Vm )
virsh autstart domain-name ( mark the domain for auto start with the host ) .

you can do a lot of stuff from virsh you can migrate to another hypervisor
....

Yes you can , it will support only full virtualization ( no PV will be supported ) . and if you previously manage HVM guest via xl , you will need to convert your xl configuration files for the Guest VM to xml libvirt format .
