I'm looking to move my backups into a VM and PVSCSI seems like the right
way to get the tape library and drive visible to the VM. I’m currently
on Ubuntu 14.04 with xen 4.4. I’m intending to upgrade to Ubuntu 16.04
with xen 4.6 soon, although I’d like to get the backups in a VM before
the upgrade.

According to http://wiki.xenproject.org/wiki/Paravirtualized_SCSI it’s
not supported in xl yet (consistent with my attempts to use it). However
xm has been deprecated and is removed as of xen 4.5. So what front end
can I use pvscsi with?
