seems that legacycfg works now after they released the above patch. I built grub2 in Zesty 17.04, ran the grub2-mkstandalone, then used the resulting grub-x86_64-xen.bin to boot a Jessie VM.

The pv VM had nothing in the MBR, but had boot/grub/menu.lst that worked with pvgrub.  My pvgrub2 kernel was able to boot with it too.

I also got jessie to boot using the regular symlinks in root of the filesystem.
