[Xen-users] Initial memory balloning problem on Server2016 leading to crash (was: Server2016 HVM crashing on high disk load)

When the Server2016 domain is created using
memory=16384
maxmem=32768

xl list will show 16G memory assigned to the domain, but the VM itself
shows 32GB, most of it available and not partially consumed. An
additional xl mem-set <domid> 16384 will retrigger the ballooning and
Windows will show correctly decreased memory again.

This happens on Xen 4.8.1 (Debian Stretch) and all pv drivers 8.2.0
installed.
