PCIe bus init failed here because of that none of the PCI device recognized. As 
there is IRQ related failure in logs above
maybe something related to PCI legacy interrupt causing the failure here.

The only difference I can see between the native Linux logs and dom0 logs is 
that PCI devices use MSI/MSI-X interrupt in
native Linux. Could you try to enable ITS in XEN and try again if PCI devices 
are recognized?

You can enable ITS in XEN via CONFIG_HAS_ITS.
