dom0-cpufreq boot option is not working

Hi all.

On xen documentation https://wiki.xenproject.org/wiki/Xen_power_management I found "cpufreq=dom0-kernel" xen boot option but it does not seem to work properly since cpupower cannot control the cpufreq after the boot option is added. cpuid leaf is hidden starting from xen version 4.9 but I have tried versions before xen 4.9 and cpupower still cannot control the cpufrequency. Why the "cpufreq=dom0-kernel" boot option isn't working?
