AFAIK, Xen is currently on version 4.19. Xen 4.4 has been released in 2014. Do you really need this old a version?

Well, thank you. This was all caused by my simple mistake in reading 19 like 1.9 and thinking that for some reason a lot of the world was stuck far in the past, compounded by the wiki documentation looking over 10 years old.

All I needed was to check out stable-4.19 and I can get started.  Doh.

I managed to compile Xen 4.18 and 4.19 on Debian Bookworm based on the same instructions from the wiki. These were the main commands I used:
