Well, thank you.  This was all caused by my simple mistake in reading 19 
like 1.9 and thinking that for some reason a lot of the world was stuck 
far in the past, compounded by the wiki documentation looking over 10 
years old.
All I needed was to check out stable-4.19 and I can get started.  Doh.
