That doesn't block new package uploads, it just blocks them from
getting into the Debian "stable" distribution. New packages arrive in
"testing" or "unstable" where they hang around until the next stable
release. So getting stuff into Debian is slow, but it's not like it's
been completely stopped for 8 months.
