I recently tested libvirt+xen (no OpenStack) migration, including tunneled and 
peer-to-peer modes, and didn't notice any major problems. I did see a small 
problem with error handling that needs further investigation. If a hotplug 
script times out on the destination host, migration fails and the VM is not 
resumed on the source host. I'll look into that issue, but in general I think it 
is difficult to encounter.
