[Wg-test-framework] oseleta reboot hang problem not fixed :-/

I have just had the results of the oseleta commissioning tests.

It appears that the problem with oseleta1's motherboard was not the
cause of the delayed reboots.  I have seen multiple occurrences in my
commissioning flight, on amd64 and i386.

I am going to try to produce a recipe which has a nonnegligible
probability of inducing the problem and will report back.
