[Xen-API] Error when attempting to create VM in xcp-xapi

I just attempted to install xcp-xapi with Ubuntu 13.04 as dom0.  (Yes, I know that 13.04 is early alpha and that I'm asking for trouble, but thought I'd give it a try.)  XenCenter seems to connect normally to xcp-xapi, but when I attempt to create a VM, I get the following:

Feb 21, 2013 10:34:56 PM Error: Starting VM 'Ubuntu 12.04' - Internal error: Xenctrl.Error [ memory 16460568 KiB free; to be scrubbed 0 KiB; total 20395 MiB]: 1: Operation not permitted

I got similar results when attempting to create other VMs and so have no VMs running.

Note that I have 20GB of memory, and that I have assigned 4GB of memory to dom0, leaving nearly 16GB of available memory.  So I can't understand the above error.

Any ideas what's going on?
