 The allowed-operations fields are supposed to be read only - their main 
purpose is to allow GUI clients to know which options to display (e.g. the 
"start" button in XenCenter won't be shown for a running VM, since starting 
that VM wouldn't make sense).

There's no mechanism for creating user-defined operations.
