[Xen-API] Start HVM with target memory = static max

Hi List,

In order to speed up the boot time of Windows Guests with DMC, I want to start them up with their static max memory. 

What would be best place to do this?

I have identified https://github.com/xapi-project/xen-api/blob/master/ocaml/xenops/domain.ml#L622  would be line where I can change the startup memory of guest.

Any suggestions ?
