I get the same problem, but with kernel-xen0-2.6.13-1.1524_FC4 and
xen-2-20050823 from Fedora. Machine I'm testing on has 1GB RAM, tried setting
dom0_mem to 128, 256, 512, 768MB but all with the same problem.

grub.conf extract:

title Fedora Core (2.6.13-1.1524_FC4xen0)
        root (hd0,1)
        kernel /xen.gz dom0_mem=786432
        module /vmlinuz-2.6.13-1.1524_FC4xen0 ro root=/dev/VolGroup00/LogVol00
rhgb quiet
        module /initrd-2.6.13-1.1524_FC4xen0.img
