Bug detailed description:

Can not create qcow file with command qemu-img-xen. This command has not been
used/test for long time until recently qcow-create doesn't work, when we refer
to qemu-img-xen, we found it doesn't work either.


Basic root-causing log:
qemu-img: Could not open '/share/xvs/var/ia32p_ttylinux_20m.img'
