I think you're misunderstanding what the patch is for.

If you want to access a disk via an aic7xxx SCSI controller then
you need that support in Xen rather than XenoLinux -- xenolinux
just used the xen_block device.

The patch was a step toward doing iSCSI in XenoLinux, where block
requests would get turned into network packets that would go out
via xen_net.
