We need to add a new xend -> domain control message that sets a domain's mem_target. This can be plumbed in in an identical fashion to the shutdown/halt message requests that xend sends to domains. We then need to add a new command to xend to send the message. We should then add stuff to the domain polling code to check that the domain actually does what it's been instructed to do, otherwise xend should consider terminating it.
