I am not personally aware of any official standards efforts for
management of virtual machines but I have forwarded the question to our
committee members for confirmation.

VMware's VirtualCenter SDK
(http://www.vmware.com/pdf/SDKReferenceGuide.pdf,
http://www.vmware.com/pdf/SDKProgrammingGuide.pdf) provides a
comprehensive WebService management interface covering configuration,
monitoring and management of both hosts and VMs and they also provide an
experimental CIM object model and CIMOM
(http://www.vmware.com/pdf/VMware_CIM_SDK_Programming_Guide.pdf). (I
don't have any experience using the CIM interfaces so I can't comment on
them).

Microsoft VirtualServer uses COM/WMI.
