So, it looks like the 'active ingredient' of 'ifdown eth0' is the
following line:
 ip link set dev eth0 down

Somehow, this seems to remove the ipv6 address, but leave the ipv4 one.

I guess an 'ifconfig eth0 0.0.0.0' is a reasonable way to clear out the
ipv4 address. 

I've checked something in.
