Why is this on the todo list (http://wiki.xensource.com/xenwiki/XenTodoList)? 
AFAIK, /proc/sys is strictly for sysctl settings.

I'll agree that /proc/xen isn't an ideal location, but /proc/sys/xen seems 
worse.
