I guess this is a known issue. This hasn't been high priority to me, as the value of preemption in virtualization was not clear to me. I'm aware that some distros have preemption by default. So eventually we need to fix; probably it should not be a big deal because 32-bit xenlinux works fine with preemption enabled. Of course, fixes are welcome ;-).
