we have opened a bug report on it (#471):
http://bugzilla.xensource.com/bugzilla/show_bug.cgi?id=471

would be nice if it were to be fixed in 3.0.1 as it blocks many static VM environments were DHCPing doesn't do. We would be happy to test a fix for it.

And one other datapoint, this works perfectly fine under Xen-2.0
