Due to the extra library requirements of the vtpm_tools (specifically
openssl and gmp libraries) the vtpm_tools were turned off by default.
Compiling them required that these libraries be installed or xen as a
whole would fail to build. Now that the makefiles have been altered to
ensure that even in the absense of these libraries, xen will build
(simply without vtpm_tools), can they be compiled by default again?

The attached patch will toggle the default.
