hi,

check out 'buscreate' which is a fairly minimal domain-creation tool,
it is available from the 'tools/migrate' subdirectory of the tree at:

http://www.distlab.dk/hg/index.cgi/xen-evilman.hg

at least the vbd creation part works, not sure about vifs at the moment.
