This patch makes NR_CPUS a compile time option (nr_cpus = N) and allows
x86_64 Xen to run on systems which have 64 logical processors. I also
found that Xen does not handle a situation where the number of logical
CPUS present on a system is greater than MAX_VIRT_CPUS. This patch fixes
that too.

The CPU limit on x86_32 remains at 32.
