What if you remove the code in xen/arch/x86/hvm/hvm.c:hvm_hlt() that does
domain_shutdown() if VCPU==0 and EFLAGS.IF==0?

My guess is that restart happens on some arbitrary processor after all other
CPUs have been halted. However, the hack in hvm_hlt() causes the domain to
get powered off when VCPU0 is halted, preventing the restart code from
running.

If you can confirm this I can probably fix it.
