I haven't seen this but it looks like the xc_get_last_error symbol is
missing from libxenctrl.so.3.0.

Try 'ldd /usr/lib64/python/xen/lowlevel/xc.so'. See where it is getting its
libxenctrl.so.3.0 from. Then do 'nm x | grep xc_get_last_error' where x is
the location of the libxenctrl library that is being used. If nothing is
printed by the grep then the libxenctrl is probably old.
