[Xen-devel] [PATCH][XEND][BUG] fix localtime=1 to work for PV domain case

Hi,

This patch intends to fix localtime=1 working for PV domain.
(to work xc.domain_set_offset_time())

At this moment,
localtime=1 in config file does not work for PV domain.

I guess this problem occured at xen-unstable 13040.
