Are you using a 3.1 kernel in dom1, or a vendor-supplied kernel?

I suspect the right fix will be to create a dummy device on fn==0, just to
force the probe scan to check fns!=0. Otherwise all vendor kernels need
'fixing' individually. It may well be a violation of PCI spec to use fn!=0
but not fn==0 anyway.
