Linux does try to use address-by-content to some extent, but that's going to be fragile here, as well. It's complicated even more by the difficulty of having potential multipath in the mix. libblkid has some helpful functions for certain cases, but that doesn't help at all for the bootstrap cases when you're dealing with completely unformatted disks.
