[Xen-devel] [PATCH][TOOLS] Fix distutils install of xsview

distutils wants there to be (at least) an empty __init__.py in a module or it 
won't install it.  This patch adds it!

git format patch to represent empty file addition.  hg import should do the 
right thing.
