Remove VL_LDFLAGS=ia64.ld from Makefile.target

The ia64 custom linker script breaks cross compilation (see
http://markmail.org/message/zowwwfs3mdipseiv) and seems to be unnecessary.
Tested by building and running ia64 HVM domains.
