evtchn: Use wmb instead of rmb to enforce ordering between
evtchn_upcall_pending and evtchn_pending_sel stores.

minios: in non-x86 case, use wmb to enforce ordering between
evtchn_upcall_pending and evtchn_pending_sel stores.
