[Xen-devel][PATCH 5/5] Add cpufreq pwr mgmt to Xen

Implement cpufreq ondemand policy

Based on initialized cpufreq infrustructure, setup a timer on
each PSD domain, periodicly sample cpu load and driver cpu to
some Px state according to cpu load and cpu coordination.
