That's because the changes have not been ported to anything beyond 2.6.18. However, you might find that suitable patches/packages have been created by individual distributions. So for example: $ apt-get source linux-image-2.6.24-18-xen gives me 'xenified' linux sources on my Ubuntu 8.04. I don't know if that's good enough for you (you asked for Debian + 2.6.25, this is Ubuntu + 2.6.24), but it should get you started.
