[Xen-devel][PATCH 2/3] Add cpufreq logic corresponding to S3 suspend/resume

Cpufreq init logic reconstruct-2

Decompose original acpi_cpufreq_init() logic into 4 functions:
cpufreq_dom_init(), cpufreq_dom_exit(), cpufreq_cpu_init(),
cpufreq_dom_dbs()
to make cpufreq init logic simple and clear, and to make S3
suspend/resume 
and cpu hotplug logic can reuse 2~3 functions of them accordingly.
