Oh, my mistake, there is no such command. However, you don't actually need to create directories explicitly. You can just write to e.g., /a/b/c and directories a and b will be created automatically. Also there's really no difference between a directory and a file, so you can e.g., 'xenstore-write /a foo' and then even though /a contains data you can still create /a/b.
