Hi, all
Patch 1: Enable CMCI for Intel CPUs -- Change stopmachine_run interface

We change the interface because when do cpu hotplug, CMCI owner change 
algorithm need to execute on each of the CPUs instead of one designated CPU. We 
also add two hook callback functions for CMCI use.
