p2m_pod_decrease_reservation() should return 0 if it didn't do anything.

A return value of 1 is meant to inform decrease_reservation() that
everything has been taken care of by the PoD code and it doesn't need
to call guest_remove_page().

I'm sending this blind, as I don't have the setup to compile it.  But
I expect it to work anyway. :-)
