[Xen-devel] CS 20084 breaks multiple-cpu HVM guests

After CS 20084, HVM linux guests get stuck at "Brought up 2 cpus".  CS
20083 still works.  Presumably there's some IPI stuff broken in the
update.

I've taken a look through the patch, but nothing sticks out to me.
I'll keep looking, but if someone who knows the code better could
review the change, it might be more obvious...
