It looks a lot like you need to recompile qemu-dm (aka qemu-xen,
see tools/ioemu-remote/) with pass-through support. Or more specifically,
recompile with the headers for libpci available. This can usually
be achieved by installing the pciutils-devel or libpci-dev packages.

Early on in the compile of qemu-dm it should tell you if
pass-through support has been disabled.
