As George pointed out, this may be an issue with a far wider range of kernels but difficult to reproduce. My most recent finding is that this is reproduced by loading modules which create a kernel thread. A sysrq-t during the hangs is showing every task waiting for kthread_create to complete except for anaconda which is either waiting on a tty_ioctl() (serial install) or poll (vga install).
