I just tried:

hg clone http://xenbits.xen.org/xen-4.0-testing.hg
cd xen-4.0-testing.hg
make xen && make tools

and it worked ok. No problems/errors cloning qemu-xen-4.0-testing.git.

You might have some broken NAT router, or broken HTTP proxy, or something..
