It looks like 22347:16093532f384
 "x86: xsave save/restore support for both PV and HVM guests."
has completely broken PV save/restore (presumably, on non-XSAVE
hosts).

There is an error message from libxc.  It reports as follows (taken
from test-amd64-i386-xl, which is 32-bit PAE PV dom0 and domU on
64-bit Xen, using the new xl toolstack):

xc: error: No extended context for VCPU133120 (3 = No such process): Internal 
error
xc: error: Failed to map/save the p2m frame list (3 = No such process): 
Internal error
libxl: error: libxl_dom.c:448:libxl__domain_suspend_common saving domain: No 
such process

libxl_domain_suspend(&ctx, NULL, domid, fd)

A similar failure occurs with xend and appears in the xend logfile.
