I like the idea, in principle.  But:

Before your patch, it was possible to build a standalone qemu tree by
doing this or the moral equivalent:
   XEN_ROOT=~/work/xen-unstable-tools.hg ./xen-setup
   make -j4

Now the xen-setup fails:
   ./xen-setup: line 21: /configure: No such file or directory
