You have a couple of options. You could just cache the auto-generated
tarball tools/firmware/etherboot/ipxe-git-snapshot.tar.gz and drop it into
each build tree before building. Or you can cache the tarball at
$(XEN_EXTFILES_URL)/ipxe-git-v1.0.0.tar.gz and I'll then patch
tools/firmware/etherboot/Makefile to download that by default.
