This was some kind of dom0/xen problem.  The first failure symptom is
that "ssh root@dom0" died because of a lack of ssh protocol keepalive
messages.

There were no guests running; the dom0 was busy doing "debootstrap" -
downloading a pile of stuff from the network and writing it to /var
and then to an LVM volume.

During attempts to capture the logs, ssh'ing to dom0 gave "no route to
host" which means the host hadn't been responding to arp requests.
However, when the test harness hit "return" on the dom0 serial
console, it did get a fresh login prompt.

There's a full set of debug key output in the logs if anyone is
interested.
