This wasn't in Shriram's original patch, I'm seeing this file getting
updated by normal builds now too, which is rather annoying.

Presumably something somewhere has broken
tools/python/remove-potcdate.sed.

AFAICT just reverting this hunk makes things OK, on my build box at
least, but I've no idea what is so special about that specific form of
the file...

I feel like we're missing a trick somewhere which causes the pot file to
be updated even when no strings have changed -- otherwise every gettext
using project would have to have this insanity in it...

Given that this is only used for xend's XenAPI support and that it
doesn't even have any actual translations I'm tempted to simply ditch
the lot...
